"Article 1.*

The contracting Powers shall enact effective

laws or regulations for the control of the production and distri- bution of raw opium, unless laws or regulations on the subject are already in existence".

The cultivation of opium peppy is forbidden throughout the Dutch East Indes. The Government sells no raw opium except in some cases to pharmacists. Import, possession, prepara- otherwise tion and sale of raw opium not destined for medical use, thon by, on account of, or on behalf of the Government are forbiddoh, With regard to raw opium, destined for mudionl use, the sme rogu- lations exist as for the propred opium destinod for modio l use.

"Duc rogard boing had to the differences in their commoroi-l conditions, the contresting Powers shall limit the number of town, ports or other leonlitics through which the export or import of raw opium shall be permitted".

Where the export in the 1st years did not cxist, and tho import took place oxclusively on behalf of the Government, it is unnoossery to make special rugul-tions with rogrd to rticlo 2.

Expert of raz opium is forbidden, except when

it is destined for medical or soientific purposes, and a declaration is produced that the import is allowed by the ruthorities nt destination.
